There are several common problems with RSForms. This post is to address when the form just reloads on submit, and fails to either send the thank you message or redirect to the return URL.
This is a laundry list of things to try:
1. Make sure Page Cache plugin is disabled.
Many extensions hate it and it is never worth using. Instead, use the cache in the global configuration.

2. Switch away from RSForm Content Plugin.
If your form is displaying in an article using the RSForms Content Plugin, try changing the menu item from a single article to pointing directly at the RSForm. You can then add text to the form using the FreeText field to match your original page
You can also use the RSForm module either by assigning to a position on your page or by using the Joomla loadposition or Modules Anywhere.
3. Make sure RSForm module is set not to cache.
Because RSForms has all types of issues with caching, if you are using RSForm Module, open the module, go to the ADVANCED tab, and set Caching to No Caching. Then re-test your form.
4. Switch away from RSForm Module.
Similar to #2, but in reverse. If your form is displaying using RSForms Module, try changing the menu item from a single article to pointing directly at the RSForm. You can then add text to the form using the FreeText field to match your original page
You can also use the RSForm content plugin to display in content or a custom HTML module.
